No, there are no reports of any political party secretly handing out ₹10,000 cash envelopes to individual voters in Bihar. That would be a criminal offence (bribery under Section 171B of the IPC + violation of the Model Code of Conduct) and the Election Commission’s flying squads have seized only cash meant for illegal distribution, not ₹10,000 gifts.
What IS happening (and why everyone is talking about “₹10,000”)
The Bihar government (NDA – Nitish Kumar + BJP) launched the Mukhyamantri Mahila Rozgar Yojana in September 2025.
- Who gets it? 1.51 crore+ women (mostly Jeevika self-help group members).
- How much? ₹10,000 seed capital directly into their bank accounts (DBT).
- When? In 6–7 instalments: 26 Sep (75 lakh), 3 Oct (25 lakh), 17/24/31 Oct (10–12 lakh each), next on 7 Nov (4 days before Phase-2 polling).
- Purpose (official): Start a micro-business (kirana, tailoring, animal husbandry, etc.).
Why the opposition calls it “vote-buying”
- Scheme was announced 10 days before poll dates and launched 1 week before MCC.
- Congress leader Priyanka Gandhi told rallies in Begusarai (1 Nov):
“Take the ₹10,000, put it in your pocket, but vote very carefully. Don’t sell your vote. They ignored you for 20 years; now they remember only because they need power.”
